The Monte Carlo would be a good choice. It has a great location on the strip and the rooms are much nicer. Casino is quieter of all that you mentioned.
Every hotel on the Strip should be clean and comfortable enough that it doesn’t really matter if all you’re doing there is sleeping there.
If you care about anything else you might get in the deal, then you should start being concerned with where you’re staying. I mean, you can GO to any of the casinos you want regardless where you’re staying.
Monte Carlo is probably the most centrally located to all the big, newer, shinier stuff, but Tropicana is close. Treasure island is most central on the strip as a whole. If you’re on foot, that matters.
Luxor for me
I will pick Monte Carlo because its clean, good location, great service and they always have special deals going on.

TI will be my second choice, followed by the Luxor and please keep away from Tropicana.
The Luxor is the nicest but unless your planning on driving everywhere it becomes a long walk or tram ride to the rest of the strip. The Monte Carlo & Treasure Island are center strip, but also located next to all the new construction being built, if you stay there, get rooms away from the noise & use the back entrances for easier access to your car. The Tropicana is an older hotel, not as glitzy as the others but less expensive & an easy walk to MGM, NYNY & the Excalabur. If you don’t have a car, l would suggest you avoid the Luxor & pick any of the others.

Trip Reports
Keep in mind that most of the Prime Location Resorts are at 90% booked year round. If ther rooms in these resorts were really bad, the resort would look bad and lose money.
So most of the rooms should be good. However you would expect the newer resorts to be better because of the “new” factor.
Monte Carlo is a very good location to jump off to other resorts.
Well I went in nov of 2006 and we stayed in the Strasophere but we are going in two weeks and we are staying in the MGM. The Strasophere was nice but it was further down the strip than the other hotels.
Caesar’s Palace. It’s awesome! It’s right in the middle of it all & it always has deals, you just have to look.
anyone but the trop would be fine, i stayed their a few years ago and it was gross. the luxor would prolly be the best value, they usually are mid priced, and the other two are a bit more luxorious.
I’ve stayed in the Tropicana. What’s funny is I stayed there because of the pool, but it turns out the pool isn’t open 24 hours a day so I didn’t get the chance to actually use it. Don’t get me started.
I would recommend Luxor over the tropicana. Shouldnt be much of a price diffrence if you use a good promo code.

Monte Carlo and Treasure Island are very nice. But they will not be as cheap.
Also look into what you are going to be doing while your there and consider which hotel is closest to it.
